PILI Hosts Forum on Pro Bono in the Sixth Judicial Circuit

panel

On Thursday, September 8th, the Sixth Judicial Circuit Pro Bono Committee hosted the Illinois Forum on Pro Bono. Over 20 attendees representing a cross-section of pro bono stakeholders from the legal community met in Monticello to discuss timely pro bono issues.

The program began with a panel discussion that explored the need for free legal assistance for individuals and families living in poverty in the Sixth Judicial Circuit. Almost 33% of Illinois’ citizens are low-income, with 6.8% of the total population living in extreme poverty. They also discussed ways in which the community is addressing these needs and the rules of professional conduct that are relevant to pro bono practice.

Presenters:

  • Michael G. Bergmann, Executive Director, Public Interest Law Initiative (PILI)
  • Honorable Holly F. Clemons, Associate Judge, Circuit Court of Champaign County
  • Valerie McWilliams, Attorney & Pro Bono Coordinator, Land of Lincoln Legal Assistance Foundation
  • Honorable Timothy J. Steadman, Presiding Circuit Judge, Circuit Court of Piatt County

roundtables

Following the panel discussion, attendees participated in small group discussions focused on identifying barriers and obstacles to pro bono, shared best practices, and developed strategies to enhance and expand pro bono.

This program was complimentary, and attendees received 2.0 hours of Illinois MCLE Professional Responsibility credit. They ended the day with a networking reception.

PILI Alumni Spotlight: Laurie Mikva, 1982 Law Student Intern

laurie-mikva

Laurie Mikva was a PILI Law Student Intern at the Better Government Association (BGA) in 1982. Shortly thereafter, she graduated from New York University School of Law and began her career in legal aid.

“I have found that my passions are working on justice gap issues,” said Laurie, “and in providing direct representation to people who cannot afford a lawyer.”

As a PILI Intern, she investigated an “enemies” list, compiled by the FBI in conjunction with various United States Presidents, which included law-abiding U.S. citizens placed on the list based on information gathered from secret surveillance of individuals and organizations. “It was very exciting to be working on this matter.” Laurie said.

After law school, Laurie worked as a law clerk, public defender and legal aid attorney. She is now an Assistant Clinical Professor at the Northwestern Pritzker School of Law’s Bluhm Legal Clinic.

Laurie is active with PILI and the PILI Alumni Network. She regularly participates in our Advising Program, volunteering as an advisor for current PILI Interns. She is also a regular volunteer at PILI’s Legal Prep Community Law Clinic, where she has taken on pro bono clients.

“My experiences since reconnecting with PILI some years ago have enhanced my career and provided me with greater connection to public interest community in the Chicago area,” Laurie said.

She participates in PILI Roundtables, Forums and CLE trainings throughout the year and runs with Team PILI at CVLS’ Race Judicata. “I learn a great deal at these events and have an opportunity to interact with other public service lawyers,” she said.

In addition to her work with PILI, Laurie was appointed to serve on the Board of Directors of the Legal Services Corporation by President Barack Obama in April 2009. There, she focuses much of her energy on closing the justice gap and also oversees LSC management and grantees. Additionally, she volunteers with First Defense Legal Aid to work with individuals in police custody and with the ACLU to assist minors seeking a judicial bypass of the Parental Notification of Abortion law. In 2010, Laurie received PILI’s Distinguished Alumni Service award.

“I feel very lucky to have been able to spend my legal career in various public service endeavors,” said Laurie.

PILI Alumni Spotlight: Shawna Boothe, 2013 Graduate Fellow

shawna-boothe

Shawna Boothe has always had a passion for restorative justice and criminal justice reform. After graduating from the University of Illinois College of Law in 2013, she was able to further explore her passion as a PILI Graduate Fellow at the Chicago Appleseed Fund for Justice before beginning as an associate at Schiff Hardin.

During her Fellowship, Shawna drafted a proposal to the Illinois Supreme Court outlining a court model, called the Access to Community Treatment Court or ACT Court, which would link individuals with substance abuse disorders with community-based services. The ACT Court was implemented at the Leighton Criminal Courthouse, and in September 2015 it celebrated its first graduation of individuals who successfully completed the program. This was a major milestone for Shawna’s PILI Fellowship project.

Since launching her career as a complex civil litigation attorney, Shawna has maintained an active pro bono practice. “My time as a PILI Fellow introduced me to a network of lawyers, judges and organizations that value pro bono work,” said Shawna. “Through these connections and my firm’s commitment to pro bono and community service, I have built a strong pro bono practice, which has provided me with significant litigation experience, rewarding cases, and the opportunity to meet good people who would not have had access to the justice system or adequate representation without pro bono assistance.”

Her most recent pro bono case was through the Chicago Alliance Against Sexual Exploitation (CAASE), and it involved representing a college student who reported being sexually assaulted to campus security and was sued by the accused for defamation. Shawna and her team helped to establish a new law in Illinois that college students may report crimes of sexual assault to campus security under an absolute privilege, a sweeping victory for college students who are victims of sexual violence. Illinois is only the second state that now guarantees that reports to campus security can be made without risking a defamation lawsuit. At the end of the month, Shawna and the other Schiff Hardin attorneys on the case will receive the Pro Bono Superstars award from CAASE at the end of September.

Shawna also recently completed another case through Chicago Volunteer Legal Services (CVLS) that was a complex child custody dispute with a mother who wanted to move to Ireland. Shawna spent nearly 200 hours on the year-long case that crossed international borders to secure a settlement that was in the child’s best interest.

In 2014, Shawna received the Rising Star Award from the Chicago Bar Association’s Young Lawyers Section, of which she is an active member. She is also a volunteer for the Wills for Heroes Foundation, and has been a panelist at PILI’s Educational Seminar Series for current Interns and Fellows.

“My commitment to service is at the center of my legal practice,” said Shawna. “I find my community service and pro bono work to be deeply rewarding, and a way to give my time and skills to improve the court system, the legal profession and the lives of the people we serve.”

“It is a pleasure to help provide a platform for aspiring attorneys to have meaningful work experience with the best legal aid and public interest organization in the state,” said Brad.

In addition to serving on PILI’s Board, Brad also regularly takes on pro bono cases, working on landlord-tenant disputes, expungement motions and hearings, and immigration-related matters.  He has also worked on veteran benefit appeals, special education matters, and counseled on trademark issues.  Last year, Brinks adopted a night at PILI’s Legal Prep Community Law Clinic, and Brad helped coordinate that effort as well as volunteer at the Clinic.

PILI Pro Bono Spotlight: Illinois Legal Aid Online (ILAO)

ilao

If you have visited Illinois Legal Aid Online’s website recently, you may have noticed it looks different – very different. That is because the site has undergone a total redesign, the culmination of a two-year process to make the website more user-friendly and help those with legal needs gain access to services, even if they can’t afford an attorney.

“The new IllinoisLegalAid.org is designed to deliver an excellent user experience regardless of device, and comprehensive and accessible legal information, lawyer referrals and opportunities for learning about Illinois civil law,” says Teri Ross, ILAO’s Program Director.

The new site, IllinoisLegalAid.org, combines the three websites previously housed under the ILAO brand, streamlining their services to help clients and attorneys alike. ILAO expects about 3 million users over the next year, with half of those being mobile users.

Those looking for help can now browse eight simple categories of legal services, including Family & Safety, House & Apartment, Money & Debt and more. This browsing option will help those looking for assistance who might not even realize they have a legal issue, or what their issue is called in legal terms.

Users can also use the new website to fill out legal forms using a question & answer system similar to Turbo Tax. These forms, provided through LawHelpInteractive.org, help individuals be prepared for court, even if they can’t afford the help of an attorney.

Later this year, ILAO is also planning on adding a “Legal Answers” feature to the site, which will allow people to submit their civil legal questions. ILAO staff will be able to sort through the questions, making sure they are about a civil legal matter, and then trained volunteer attorneys can log on and provide answers. This virtual legal advice clinic has worked well in other states and will provide a new pro bono opportunity for Illinois attorneys.

Legal professionals will also benefit from the redesign since it is now easier to post calendar events, new jobs, internships, fellowships and volunteer opportunities. They can also use the “Legal Answers” system to fill out forms.

“The new IllinoisLegalAid.org offers many new features including free membership to anyone who wants to join,” said Teri. “For pro bono legal professionals, membership includes the ability to post community events, jobs and other opportunities and the ability to suggest an edit to substantive legal content.”

ILAO’s updated site will make it easier than ever for low-income people to find legal services online, and is a great step towards closing the justice gap and helping people in need.
